Welcome to the training on Medicaid Case Management Services for Children and Pregnant Women in Texas provided by the Texas Health and Human Services Commission (HHSC) and the Texas Department of State Health Services (DSHS).

The goal of this module is to equip eligible health professionals and enrolled case managers to provide Medicaid-approved case management services to eligible children and pregnant individuals in Texas. Case managers help clients access medical, social, educational and other services, including state-mandated nonmedical health-related services to improve health outcomes for pregnant women and their children.
Note: The Case Management for Children and Pregnant Women program requires additional training before eligible health professionals are certified to provide Medicaid case management services. Eligible health professionals include registered nurses, advanced practice nurses, social workers, community health workers and doulas who meet state criteria for licensure, certification and/or experience. This training is a required prerequisite for new Medicaid case managers in Texas.

Specific Learning Objectives
After completing the activities of this module, you will be able to:
- Identify the range of case management services approved by Medicaid for eligible children and pregnant individuals in Texas.
- Evaluate the requirements of state law (House Bill 1575) for providing nonmedical health-related services to pregnant individuals to improve health outcomes for them and their children.
- Select social services provided by state and local governments and community assistance programs that support children and pregnant individuals eligible for Medicaid case management services.

Glossary of Terms
Conflict of Interest: Circumstances create a conflict of interest when an individual has an opportunity to affect Continuing Education content about products or services of a commercial interest with which she/he has a financial relationship or where there are any other potentially biasing relationships of a professional or personal nature.
Commercial Interest: Any entity producing, marketing, re-selling, or distributing health care goods or services consumed by, or used on, patients.
Financial Relationships: Those relationships in which the individual benefits by receiving a salary, royalty, intellectual property rights, consulting fee, honoraria, ownership interest (e.g., stocks, stock options or other ownership interest, excluding diversified mutual funds), or other financial benefit. Financial benefits are usually associated with roles such as employment, management position, independent contractor (including contracted research), consulting, teaching, membership on advisory committees or review panels, board membership, and other activities for which remuneration is received or expected. Relevant financial relationships would include those within the past 12 months of the person involved in the activity and a spouse or partner. Relevant financial relationships of your spouse or partner are those of which you are aware at the time of this disclosure.

Community Resource Coordination Groups are county-based groups of local partners and community agencies that help people with complex needs that can’t be met by a single agency.
Navigate Life Texas provides support and information about the Texas Medicaid waiver programs for families raising children with disabilities. Case managers should encourage parents to add their children to waiver interest lists as soon as possible because the wait for services can be long.
- Call 1-877-438-5658 for information about placing a client on an interest list for long-term services, such as Community Living Assistance and Support Services (CLASS), Deaf Blind with Multiple Disabilities (DBMD) and Medically Dependent Children Program (MDCP) waivers.
- Call the Local Mental Health Authority about the Youth Empowerment Services (YES) waiver program.
- Call the Local Intellectual and Developmental Disability Authority (LIDDA) to place a client on the interest list for the HCS and Texas Home Living Waiver programs. You can search for the client’s LIDDA’s telephone number.
